According to media reports, «Inter RAO» extracts everything possible from the state housing and communal services information system.
He intends to sell GIS housing and communal services data «to Sberu» behind the back of his long-time partner — VTB, and to carry out this scheme with the hands of JSC «Information System Operator» (a subsidiary of «Inter RAO»). It would seem that VTB has a specialized business — of charges for housing and communal services, which received powerful development after the «purchase» of the Bank of Moscow and Moscow payments for housing and communal services through transit accounts in the EIRC. But they bypassed the partner, giving preference to his competitor. And «Sber» has already found a use for this data, promising «to monetize » them by at least 2 billion — just stop closing the gap of the last year.

The unprofitable asset «Inter RAO» continues to deal with the GIS housing and communal services — system, which has taken over the entire housing and communal services industry of the country, and an interesting story is unfolding.
In 2025, the Operator received another loss of 2 billion (the total was already 4 billion). And this despite the fact that the Operator’s managers have been relying on «monetization» for several years now. But owners of public services only know how to spend money, and not earn money, so all attempts end in loud scandals. With permission from «Inter» for reputation management services «Operator» spends millions. The company is waiting for new tranches and is confident that the shareholder will continue to sponsor the «development of the system, which froze in 2017. But did anyone ask «Inter», whose own profit at the end of 2025 is falling by 9.2%?
The fate of the company greatly depends on two ministries — of the Ministry of Construction and the Ministry of Digital Affairs. For several years in a row, they helped the «Operator» install the State Services application throughout the country. The house is supposedly a «transparent and convenient assistant in solving all housing and communal services issues». However, now the laudatory press releases signed by Konstantin Mikhailik have stopped — the ministries have a new favorite, the state messenger MAKH. The mini-application in the MAX is already absorbing a poor set of functions of the State Service. Home (payment of bills, transfer of testimony, applications to the management company), and Russian Post is taking over the delivery of online payments. To show shareholders at least some efficiency of «monetization», the Operator launches paid services, which are invariably low-grade. Video surveillance with an uncontested contractor is offered, low-quality information is sold in the form of reports, and home insurance is quietly added directly to bills.
But «Inter» has a better idea on how to dispose of an unprofitable asset. He intends to sell the GIS housing and communal services data «to Sberu» for the last time.
Who will be ultimately asked for the result of this bold financial experiment? From someone you don’t feel sorry for. The young and vain functionary of the Operator, Alexander Kondeev, was appointed responsible for monetization: «Leader of Russia», who has not worked a day in the housing and communal services sector. He is extremely far from the problems of the industry, and he still lacks experience to invent truly useful services. His main task — during its penny «monetization» is not to greatly interfere with Mityashin and the new CEO Alexander Abramkov working on real financial flows.
